OVC began by trying to understand what deserves to be preserved, what could be redesigned, and what new possibilities emerge when the tools change.

We did not begin with an answer. We began by asking questions.
The original questions appeared one after another. Not all of them had answers; that is precisely why they were useful. Today we group them by theme so they can be explored as the intellectual map that gave rise to OVC.
The human community
- Which needs are permanent?
- What would we keep?
- What would we change?
- Which institutions exist because they are intrinsically necessary, and which exist because until now there was no technically viable alternative?
Country and territory
- What is a country, really?
- Does it necessarily need territory?
- Can a digitally native institutional community exist?
- Which functions of today’s states remain necessary, and which could be redesigned with the tools available now?
Governance
- Do we need government as we know it?
- Could there be specialized nodes and continuous review?
- What role could continuous participation play?
- What forms of representation, participation and decision-making are possible today beyond those conceived before permanent digital communication?
AI and new tools
- What can AI do better?
- What entirely new things does it make possible?
- How can it help us do better what we already do?
- Who retains responsibility?
Citizen
- What does a citizen receive?
- What does a citizen contribute?
- What rights, responsibilities and expectations would a citizen have?
- What real improvements in life should a citizen reasonably expect?
Economy
- How could it be sustainable?
- What resources would it require?
- What systems of value or exchange could exist?
- What investment would it require, and from what lawful sources could it come?
Trust and privacy
- How do we verify identity without destroying privacy?
- Who oversees those who manage information?
- How can we balance transparency, freedom, privacy and responsibility without unnecessarily sacrificing any of them?
Future
- What deserves to be preserved?
- What deserves to be reinvented?
- What future do we want to leave built?
- What future deserves to be built for children, grandchildren and future generations?

¿Qué es OVC?
OVC — Ocean Virtual Country / PVU — País Virtual Universal es un proyecto en construcción para explorar una forma voluntaria, global, digital y evolutiva de comunidad e institución humana.
No sustituye Estados
No elimina nacionalidades ni identidades de origen. Explora una pertenencia adicional y voluntaria.
Humano + IA
La IA ayuda a analizar, simular, organizar conocimiento y detectar riesgos. Las decisiones fundamentales siguen siendo humanas.
Dinámico
No se presenta como una estructura terminada. Aprende, contrasta, corrige y evoluciona por fases.
Una pregunta compartida antes que una respuesta cerrada
Somos personas procedentes de distintas experiencias profesionales y vitales que compartimos una convicción: no todas las estructuras heredadas deben reproducirse automáticamente sólo porque siempre hayan existido.
El proyecto está en fase fundacional
Se están desarrollando y contrastando su marco jurídico, estructura, modelo económico, identidad, sistema de citizens, tecnología y primeras relaciones externas.
Buscamos criterio, no adhesión automática
Nos interesan personas capaces de comprender la pregunta, formular objeciones serias, aportar experiencia y ayudar a transformar una hipótesis en pruebas reales.
Una arquitectura de comunicación por niveles
Cada persona puede profundizar hasta donde quiera. Primero despertar curiosidad; después facilitar comprensión; finalmente ofrecer profundidad.

La confianza como infraestructura
El capital reputacional del OVC debe construirse mediante procedimientos verificables, no únicamente mediante declaraciones de intención.

Universal no significa anónimo. La pertenencia debe combinar privacidad con responsabilidad.
Transparencia
Reglas comprensibles, decisiones trazables y mecanismos claros de revisión.
Reciprocidad
Pertenecer no es sólo recibir. También implica conducta responsable y contribución a la comunidad.
